It was necessary to block the Southern ports to try and prevent commerce-the economic lifeline. The CSA establish a Navy. There were also many ‘blockade runners.’

Blockade is like a siege, Nothing goes in nothing comes out.
The south ran boats from shallow water rivers to off shore ships.
